In the dispatch No. 01/CD-BTC, the Minister of Finance reiterated that from July 01, 07, the General Department of Taxation has implemented an electronic invoice system to serve taxpayers nationwide. . Accordingly, businesses, organizations and individuals have completely converted from using traditional paper invoices to electronic invoices. Changing the form of using invoices to electronic invoices will contribute to improving the efficiency of tax management, helping to save costs of issuing and keeping invoices; creating convenience in the process of comparing, reviewing and checking tax declaration, tax refund, etc.

However, during the implementation process, the Ministry of Finance discovered that in the past time, there were still a number of businesses, organizations and individuals that had deliberately taken advantage of the issuance and use of e-invoices to short-sell and trade. invoices for profit making, violating tax laws. 

Facing the above situation, Mr. Ho Duc Phuc asked the General Department of Taxation to direct the Tax Departments of the provinces and centrally-run cities to continue strengthening the management and supervision of the issuance of electronic invoices. Promote propaganda and raise the awareness of compliance of enterprises in particular and taxpayers in general about the obligation to comply with tax laws.

Strengthen the inspection, examination and supervision of the issuance and use of e-invoices

According to the directive, the General Department of Taxation will focus on strengthening the inspection, examination and supervision of the issuance and use of e-invoices, promptly detecting law violations, and strictly handling them according to regulations. determined. 

In addition, strengthen the review, evaluation and proposal to upgrade the information technology system for e-invoices; quickly complete the appraisal of the Ministry of Information and Communications, submit to the competent authority for approval the dossier of proposal for the safety level of the electronic invoice information system; and at the same time prepare solutions to ensure network safety and security for the e-invoice system. Regularly monitor carefully to detect and promptly handle abnormal behaviors on the Electronic Invoice system. Allocate human resources to analyze, evaluate and warn in time to detect fraudulent and fraudulent invoices.

Finally, the General Department of Taxation needs to strengthen coordination with the Public Security, relevant ministries, branches and units in order to promptly and strictly handle violations of the law in the issuance and use of e-invoices. . The Minister of Finance requested the urgent and strict implementation of the above-mentioned issues, to ensure that there is no phenomenon of invoice fraud for self-seeking purposes.
