From July 01, 07, Vietnam will implement the arrangement of administrative boundaries according to Resolution No. 76/2025/UBTVQH15 , and Decision 571/QD-TTg dated March 12, 03The changes include reducing the number of provinces from 63 to 34, eliminating the district level, and merging some communes/wards, leading to changes in the administrative addresses of many businesses.
This article guides business owners and taxpayers on the procedures to be followed, with information classified by importance: Business registration certificate, related documents (invoices, seals, bank accounts, contracts), and signs, nameplates, and websites.
Certificate of business registration
Business & Investment optional The address information on the Business Registration Certificate must be adjusted due to changes in administrative boundaries. The current certificate is still legally valid, and the business registration authority is not required to update the address in this case.
However, if the enterprise has a need or needs to update other information on the Business Registration Certificate such as charter capital, representative, etc., the enterprise must simultaneously update the address information according to the new administrative boundaries. The update procedure includes:
- Prepare Notice of change of business registration content (Form Appendix II-1, Circular 01/2021/TT-BKHĐT).

- Submit application to the Business Registration Office where the head office is located, in person or via National Business Registration Portal. (dangkykinhdoanh.gov.vn)
- Processing time: 3-5 business days.
Adjust address information on the Business Registration Certificate
Similar to the Business Registration Certificate, the law does not require businesses to update address information on invoices, seals, bank accounts, contracts, etc. However, if a business updates its address on the Business Registration Certificate, after updating, the business needs to adjust the address on these important documents. Specifically:
- Bill: Update address through the electronic invoice system and accounting software currently used at the enterprise.
- Stamp: Change the new seal if the current seal has address information engraved according to the old administrative boundary.
- Contract: Existing contracts remain valid, new contracts should be transferred to the new address to ensure consistency.

Signs, nameplates and websites
In case a business needs and chooses to update the address on the Business Registration Certificate and the important documents mentioned above, the business should consider simultaneously updating the new address on the company signboard, packaging, business cards, envelopes, website, email, and other documents, especially if these documents are used for contact or transactions.
Although the law does not require this, this update helps customers and partners easily contact and transact, avoid confusion; demonstrate professionalism in the profession, grasp information and comply with the law.
The change of administrative boundaries on July 1, 2025 will affect the administrative addresses of many businesses. Businesses are not required to change their Business Registration Certificate or re-register for electronic invoices. Updating the address is optional and only needs to be done if the business deems it necessary or done at the same time when there is a need to adjust other registration information.
Enterprises should proactively update and check specific information on official information channels for detailed instructions.
