According to the report at the conference, since 1991, the General Department of Taxation has applied information technology (IT) to the management. Up to now, after 30 years of continuous investment and development, the IT system of the tax industry has developed comprehensively, digitalized in all stages of tax administration, from receipt, processing of documents, to accounting. tax obligations of individuals and businesses across the country with over 41 million tax codes and hundreds of millions of tax records, to transmit and receive directive documents within the tax authorities.

Especially, with 12 years of development in providing online public services, the General Department of Taxation is one of the pioneering state agencies in the field of providing electronic services to people and businesses.

The General Department of Taxation always makes continuous efforts to reform and modernize management to bring convenience to people and businesses. Accordingly, right from 2010, the General Department of Taxation proposed to the Ministry of Finance to submit to the Government regulations on adding e-invoices to the system of invoices and vouchers for accounting, creating a legal basis for enterprises to modernize their management in accordance with the development of modern society.

According to the assessment, although e-invoice is a new technology with many advantages superior to paper invoices, to change a long-standing mechanism is a huge challenge, requiring outstanding efforts of both parties. tax authorities and taxpayers. To improve the legality of using e-invoices, the Law on Tax Administration No. 38/2019/QH14 has added a chapter on e-invoices.

In order to put the provisions on e-invoices in the Law on Tax Administration into practice, the Ministry of Finance promptly issued a Circular guiding the implementation of e-invoices and issued decisions on implementing the e-invoice system in two phases. Specifically, phase 2 in 1 provinces and cities: Hanoi, Ho Chi Minh City. Ho Chi Minh City, Hai Phong, Quang Ninh, Phu Tho and Binh Dinh starting from November 6 and phase 11 in the remaining 2021 localities, ensuring that by June 2, 57, 30% of enterprises nationwide will apply. use electronic contract.
