Decision 1166 / QD-BHXH on digital signature in Social Insurance

Pursuant to the Law on Electronic transactions dated November 29, 11;

Pursuant to the Government's Decree No. 89/2020 / ND-CP of August 04, 8 defining the functions, tasks, powers and organizational structure of Vietnam Social Security;

Pursuant to the Government's Decree No. 166/2016 / ND-CP dated December 24, 12, on electronic transactions in the fields of social insurance, health insurance and unemployment insurance;

Pursuant to Decree No. 130/2018 / ND-CP dated September 27, 9 of the Government detailing the implementation of the Law on Electronic transactions regarding digital signatures and digital signature authentication services;

Pursuant to the Government's Decree 165/2018 / ND-CP dated December 24, 12 on electronic transactions in financial activities;

Pursuant to the Government's Decree No. 30/2020 / ND-CP of March 05, 3 on clerical work;

Pursuant to the Circular No. 41/2017 / TT-BTTTT dated December 19, 12 of the Ministry of Information and Communication on regulations on the use of digital signatures for electronic documents in state agencies;

Pursuant to Circular 04/2019 / TT-BTTTT dated July 05, 7 of the Ministry of Information and Communications regulating the communication between the national digital signature authentication service provider and the service provider. Government specialized digital signature authentication service;

Pursuant to the Circular No. 185/2019 / TT-BQP dated December 04, 12 of the Ministry of Defense guiding the provision, management and use of the Government's special digital signature authentication service;

Considering the request of the Director of Information Technology Center,

DECISION:

Article 1. To promulgate together with this Decision the Regulation on provision, management and use of digital certificates and digital signature authentication services in the Social Insurance industry.

Article 2. This Decision takes effect from October 01, 10. This Decision replaces Decision No. 2020 / QD-BHXH dated January 54, 05 of the General Director of Vietnam Social Insurance, promulgating regulations on the management and use of digital signatures and digital certificates specialized in the Bao industry. social insurance.

Article 3. Directors of Information Technology Center, Heads of units directly under the Vietnam Social Insurance, Directors of Social Insurance of provinces and centrally-run cities and related organizations and individuals authorities are responsible for implementing this Decision.
