On March 28, 03, the Government has just issued Decision No. 08/2022/QD-TTg regulations on implementation of policies on housing rental support for employees. Accordingly, 02 subjects will receive support are employees working at the enterprise and employees returning to the labor market. Eligibility conditions, levels and detailed application procedures are as follows:
1. For employees working in enterprises #
1.1. Eligibility conditions #
Decision 08/2022/QD-TTg stipulates that employees working in enterprises in industrial parks, export processing zones or key economic areas are supported when the following conditions are met:
- Renting, staying in accommodation from February 01, 02 to June 2022, 30
- Having an indefinite-term labor contract or a definite-term labor contract of 01 month or more signed and commenced before April 01, 04
- Participating in compulsory social insurance (named in the list of participating in compulsory social insurance of the social insurance agency) in the month preceding the time the enterprise prepares the list of employees requesting rent support.
1.2. For employees who are working in enterprises but are not subject to compulsory social insurance #
According to the provisions of Clause 4, Article 2 of Decree No. 115/2015/ND-CP, the employee must be on the salary payment list of the enterprise in the preceding month before the time the enterprise prepares the list of employees requesting financial support. rent
1.3. The level of rent support for employees working in the business #
- Support level 500.000 VND/person/month
- Support period up to 03 months
1.4. Application procedure #
- Enterprises make a list of employees requesting housing rent support (Form No. 02 issued together with Decision 08/2022/QD-TTg) and send it to the managing social insurance agency.
- Form of application: online through the public service portal of Social Insurance or send a paper file by post, and send the data file via zalo to the staff specializing in collection and management of the unit.
- Deadline for application submission: monthly or compounded for 02 or 03 months. No later than August 15, 08.
2. For workers returning to the labor market #
2.1. Eligibility conditions #
Decision 08/2022/QD-TTg stipulates that employees returning to the labor market are supported when they meet the following conditions:
- Renting, staying in accommodation from April 1, 4 to June 2022, 30.
- Having an indefinite-term labor contract or a definite-term labor contract of 01 month or more entered into and performed during the period from April 1, 4 to June 2022, 30, except labor contract entered into the continuation of the labor contract signed and performed previously.
- Being participating in compulsory social insurance (named on the list of participating in compulsory social insurance of the social insurance agency) in the month immediately preceding the time the employer makes the list of proposed employees. rent assistance.
2.2. For employees who are working in enterprises but are not subject to compulsory social insurance #
According to the provisions of Clause 4, Article 2 of Decree No. 115/2015/ND-CP, employees who are newly recruited and have signed a labor contract but are not on the list of participants in compulsory social insurance of the social insurance agency must have their name in the enterprise's salary list of the preceding month before the time the enterprise makes a list of employees requesting rent support.
2.3. The level of rent support for workers returning to the labor market #
- Support level 1.000.000 VND/person/month
- Support period up to 03 months
2.4. Procedures for applying for housing rental support for employees #
- Enterprises make a list of employees requesting housing rent support (Form No. 03 issued together with Decision 08/2022/QD-TTg) and send it to the managing social insurance agency.
- Application form: online through the social insurance public service portal or send a paper file by post, and at the same time send the data file via zalo to the staff specializing in revenue management of the unit.
- Application deadline: submit by the 15th of every month. No later than August 15, 08
After receiving the confirmation results of Form 02 or Form 03 from the social insurance agency, the employer submits the application for support to the district-level People's Committee and waits for approval.
